英国在1829年开始了出版商与书商间的价格协议,1900年推行了全国性的「图书净价协议(Net Book Agreement),但是在1995年开始瓦解,1997年这个协议被认为不合法并违反竞争原则。瑞典与澳洲也很早采行,但在1970年代就放弃了。
