Indeed, on the day Ibrahim was arrested in Bangalore, Indian papers reported an assault on a nun in a village in Gujarat by the localheadman and his friends.
"If your option is either using the local nationals who may be working for a localheadman or warlord, or importing somebody from another part of Afghanistan - which automatically makes them a target - you may not have a whole lot of choice, " he told the BBC's World Today programme.
