Identifying three tasks. In order to fulfill the objectives, the Outline identifies three main tasks, i.e. development, reform and guarantee. First, six development tasks in pre-school education, compulsory education, senior secondary education, vocational education, higher education, further education, with special emphasis on education for ethnic minorities and special education. Second, six reform tasks in talent training system, examination and enrollment system, school system, education provision system, administration system and further development of international cooperation and exchanges. Six guarantee tasks in strengthening the Party and government leadership over education, building up the teaching cohort, ensuring educational input, accelerating education informationization, promoting managing education in accordance with laws and regulations, and implementing major prorgrammes and reform pilots.
