Under the revised terms, judges would have to consider whether a homeowner had been offered a reasonable deal by the bank to rework his or her home loan before seeking help in bankruptcy court.
The court's decision was welcomed by the Home Builders' Federation which said it would help local authorities plan new housing developments using the old targets while a new "locally-based" planning system is put in place over the next two years.
