While it is true that U.S. investment banks and other institutions could make their case on Capitol Hill concerning lost profits if a foreign enterprise's access to, for example, the U.S. bondmarket was restricted due to proliferation concerns, it is unlikely that there would be a great outpouring of political sympathy for generally well-healed Wall Street players.
