The State Department is the primary institution responsible for the execution ofdiplomacy, although numerous other players, including the Departmentof Defense, play critical roles.
The U.S. Treasury, which has done yeoman's work on this front but been smothered in recent years by the "soft power" diplomacyof the State Department, needs a freer hand to run down North Korean offenders.
The selection was made by the U.S. Departmentof State's Bureau of Educational and Cultural Affairs, which also tapped the museum to administer its cultural diplomacy effort known as smARTpower.
