Spain's problem is that it has to contendwitha Brussels ban on work permits, whereas northern Europe was able to import its labour legally when it needed it in the 1970s.
Some business students I have debated contend that this rebate plan would only be aproblem if it targeted particularly vulnerable populations people with little money and no advanced education.
