Atlantic Avenue, the city's main drag, has been reduced from a thriving artery that pumps cars toward glitz and glamour to a haven for pawn shops, checkcashers, and outlet stores.
And to the extent that there is any focus on consumer protection, the focus is overwhelmingly on banks, not on many, many other thousands of non-bank financial operations -- payday lenders, checkcashers, auto lenders, money transmitters, mortgage brokers, et cetera.
