Much of the work can--and probably will--be done in the "lame-duck" session following the election, but the dynamics of such sessions are notoriously unpredictable.
But all that will just be a warm-up for what promises to be an awful year-end when lame-duck lawmakers will face their own version of an ugly triple witching hour.
It is hard to imagine, moreover, that the three Senators who are expected to be seated in time for the lame-duck session will be in a position to make informed decisions about this treaty.
