1992年4月，澳大利亚总理基廷首次提出以亚太经合组织为基础，举行一次亚太首脑会议。1993年，美国作为亚太经合组织会议的东道主，正式提出在亚太经合组织第五届部长级会议之后召开一次首脑会议。由于没有得到全体成员的赞同，美国建议召开的首脑会议被定名为“领导人非正式会议”。 各国的与会领导人，不是正式出访某个国家，不进行正式会谈，所以称为非正式会议。
