非农产业是除农业生产部门以外的产业部门。按照“三次产业”划分的理论，西方经济学家都把农业部门包括农业、畜牧业、渔业、水产养殖业、林业、采集业等划为第一产业，有的还包括采矿业。而把其他部门即非农部门划为第二产业或第三产业。大体上，第一产业指为工业生产提供原材料或其他产品，不必经过深度加工就可以消费的生产部门；第二产业指将第一产业进行加工制造或精炼的部门；第三产业指流通和服务部门。
