评标报告是评标委员会根据全体评标成员签字的原始评标记录和评标结果编写的报告。 依据《评标委员会和评标方法暂行规定》（2001年7月国家计委、国家经贸委、建设部、铁道部、交通部、信息产业部、水利部第12号令发布） 第四十二条 评标委员会完成评标后，应当向招标人提出书面评标报告，并抄送有关行政监督部门。评标报告应当如实记载以下内容：

The bid inviter shall, based on the written report on bid evaluation presented by the bid evaluation committee, decode on the bid winner from among the candidates recommended by the said committee.
地方财政部门不得更改评委会的评标结果，如对评标结果有不同意见，可在备案报告中提出。
Local financial department must not alter the result of tender evaluation made by the evaluation commission. If it has different opinions, it may put them forward in the record report.
