系统评价理论（System Evaluation Theory）是把评价对象看成一个系统，评价指标，评价权重，评价方法均应按系统最优的方法进行运作。系统论认为，世界上的万事万物，都构成了大大小小的系统，大系统由许多子系统组成，而每个子系统则由更小的子系统组成。通过对系统之间和系统内部的分析，使得许多国家纷扰复杂的问题层次化、简单化，从而达到解决问题的目的。以系统论来分析绩效评价问题，对提高评价质量无疑是很有益处的。
