社会失范是指当社会规范不得力、不存在,或者彼此相互矛盾时,个人和社会所出现的混乱、不知所措状态。最早由法国社会学家涂尔干（又被译为：迪尔凯姆）在《社会分工论》中提出。美国社会学家默顿作了修正和发挥,以此解释社会越轨行为。他们认为,在理想社会状态下,社会结构为人们实现理想目标提供了比较充分的合法的制度化手段,社会合法目标、制度化手段之间是协调的。而“失范”则是理想目标和实现手段之间的背离,社会成员的行为缺乏明确的社会规范约束,出现一种社会规范权威失落,人们会采取不合法的手段,去实现自己的目标。
在涂尔干看来，所谓社会失范（social anomie）是指当社会变迁剧烈时，旧的规范不适用了，新的规范又未建立起来，或者是某种规范功能发挥受到阻碍，或者是几种规范体系相互冲突...
