生产型增值税是以销售收入减去所购中间产品价值的余额为课税对象，不允许纳税人在计算增值税时扣除外购固定资产的价值。用公式表示为： 增值额=消费额+净投资+折旧 增值额=工资+利息+租金+利润+折旧 由于增值额相当于国民生产总值，因此称为生产型增值税。由于生产型增值税的税基中包含了外购固定资产的价值，对这部分价值存在着重复征税的问题，所以生产型增值税属于一种不彻底的增值税，但客观上可起到抑制固定资产投资的作用。
