热电联合系统(Cogeneration Syst,CGS)，是指电能和热能均可使用的发电系统。通常的发电厂使用矿物燃料或核燃料，能够做到尽可能高效率地发电并送往用户，但废气和废水直接排放到大海或大气中，余热不能利用。
