河道整治规划是指：根据河道演变规律和兴利除害要求，为治理、改造河道所进行的水利工程规划及航道整治规划。河道在挟移泥沙的水流作用下，常处于变化状态；在流域治理开发过程中，某些工程的实施也常改变河道的水文情势，并影响其上下游、左右岸。河道整治规划通常要在流域规划的基础上进行，并成为流域治理工作的一部分。
