水环境承载能力，指的是在一定的水域，其水体能够被继续使用并保持良好生态系统时，所能容纳污水及污染物的最大能力。在一些发达国家，要求城市和工业做到零排放，一方面节水，用水量零增长，另一方面对污水处理做到零排放。有的国家提出水体自净能力的概念，即水环境承载能力等于水体自净能力。
