捕捞强度是单位时间内对某一单位面积水域所投入的捕捞生产能力。主要取决于投入捕捞生产的时间长短，捕捞的机械化程度，船只、马力、劳动力的多少及网具的大小和数量等有效的捕捞力量。组织捕捞生产，应根据水产资源量和补充量的适当水准进行合理安排。一般来讲，捕捞生产能力不足，则不能充分利用水产资源以增加产量。
