市场出清（Market clearing）是指商品价格具有充分的灵活性（flexible），能使需求和供给迅速达到均衡的市场。在出清的市场上，没有定量配给、资源闲置，也没有超额供给或超额需求。在实际中，这一理论适用于许多商品市场和金融市场，但不适用于劳动市场或许多产品市场。 按照新古典主义的理论，市场是连续出清的，经济是帕累托效率的。而失业(它有时与周期性波动或经济危机紧密相连)的存在，表明市场是非出清的，经济也不是帕累托最优的。新古典经济学家只有两种解释可以选择。一种解释是：失业是新古典经济理论的题中应有之义。市场出清是市场非出清向出清的过渡，非市场出清只是市场出清的一个环节。从长期看，市场是出清的、均衡的；经济的帕累托效率是从非帕累托效率向帕累托效率的过渡，甚至可以说，失业是帕累托改进的，最终会实现帕累托最优。
