基本农田保护是指根据一定时期人口和国民经济发展对农产品的需求，以及对建设用地的预测，而对长期不得占用的耕地，依法实行保护的一项土地行政措施。基本农田保护的对象是：国务院有关主管部门和县级以上地方人民政府批准确定的粮、棉、油和名、优、特、新农产品生产基地；高产、稳产田和有良好的水利与水土保持设施的耕地以及经过治理；改造和正在实施改造计划的中低产田；大中城市蔬菜生产基地；农业科研、教学试验田；省级以上人民政府确定的其他农业生产基地。
