土地集约利用的概念最早来源于对农业利用的研究，由大卫·里卡多（David Ricardo,1772-1823）等古典政治经济学家在地租理论中首次提出。所谓农业土地集约利用，是指在一定面积的土地上，集中地投入较多的生产资料和生活劳动，使用先进的技术和管理方法，以求在较小面积的土地上获得高额产量和收入的一种农业经营方式。按照生产要素投入的构成不同，农业土地集约利用分为资金密集型、劳动密集型和技术密集型。对现在已利用的土地增加劳力和资本，这个方法叫做土地利用的集约（天诚国土规划）。
