博客服务提供商 (英文：Blog Service Provider，缩写BSP)的作用是为申请者提供写blog的空间与相应的技术支持，大大简化blog的创建过程，推动大众化发展。博客服务提供商分为“收费博客托管商”、“免费博客托管商”及二者兼营的博客托管商。
该法规要求博客服务提供商要保障博客希望保密的信息的安全性和保密性。
