功能界别，俗称功能组别或功能团体，是中华人民共和国香港和澳门两个特别行政区内，代表社会上某些职业而在特定公职选举中拥有投票权的类别。 在现有制度下，例如从事卫生服务界、教育界及社会福利界的组别，少数选民有权以个人身份投票的之外，而其他的团体票选举模式，即从事该行业的一般雇员及从业员则并不具选民资格。因此，大部份功能界别只能代表该行业中的小部份，如通常是雇主，不能全面反映全体从事该行业的市民的意见。
