初期雨水，顾名思义就是降雨初期时的雨水。一般是指地面10-15mm厚已形成地表径流的降水。由于降雨初期，雨水溶解了空气中的大量酸性气体、汽车尾气、工厂废气等污染性气体，降落地面后，又由于冲刷屋面、沥青混凝土道路等，使得前期雨水中含有大量的污染物质，前期雨水的污染程度较高，甚至超出普通城市污水的污染程度。经雨水管直排入河道，给水环境造成了一定程度的污染。
