关税同盟(Customs Union),是指成员国之间彻底取消了在商品贸易中的关税和数量限制，使商品在各成员国之间可以自由流动。另外，成员国之间还规定对来自非成员国的进口商品采取统一的限制政策,关税同盟外的商品不论进入同盟内的哪个成员国，都将被征收相同的关税，如早期的“欧洲经济共同体”和“东非共同体”。
