综合开发公司是指将城市住宅建设与土地开发相结合的、具有法人地位的经济实体。它按照城市总体规划，制定开发区的建设规划，对开发区实行统一规划、合理布局、配套建设的科学经济管理。公司以城市土地和住宅为经营对象，直接出面购买土地，统一办理征地拆迁，通过招标组织市政、公用、动力、通讯等基础设施和房屋建设以及相应的配套设施建设，进行城市开发。对于土地开发和房屋建筑，工柞设施实行有偿转让和出售。公司独立经营，自负盈亏，对国家承担经济责任。
