为加快在中小学普及信息技术教育的步伐，2000年教育部下发了《关于在中小学实施“校校通”工程的通知》，决定在中小学实施“校校通”工程，目标是：用5－10年时间，使全国90%左右的独立建制的中小学校能够上网，使中小学师生都能共享网上教育资源，提高中小学的教育教学质量。“校校通”的目标并不是要每所学校都建起庞大的校园网，而是让90%以上的中小学校采用多种手段和形式，用较低的成本获得丰富而优质的教学资源和课程，最终实现资源共享。
