新疆境内伊犁河流域位于天山北支婆罗科努山与南支哈尔克山之间，中国天山水资源最丰富山段，伊犁河为新疆径流量最丰富河流。新疆集水区面积约5.7万平方公里，占新疆面积3.5%。 年径流量153亿立方米（已扣除从哈萨克斯坦流入的水量14亿立方米），占新疆地表径流总量19%；年均径流深268毫米，为新疆平均值的5.7倍，接近于全国年均径流深值。
伊犁河流域光热资源充分，尤以降水充沛而成为新疆及亚洲中部干旱区的“湿岛”。
