三支一扶是毕业生基层落实政策，指大学生在毕业后到农村基层从事支农、支教、支医和扶贫工作。计划的政策依据是国家人事部2006年颁布的第16号文件《关于组织开展高校毕业生到农村基层从事支教、支农、支医和扶贫工作的通知》。 其目的在于为高校毕业生向基层单位落实就业问题提供具体的指导和保障。 2019年3月19日，从人力资源社会保障部了解到，2019年全国将招募2.7万名“三支一扶”人员到基层从事支教、支农（水利）、支医和扶贫等服务。
This paper is divided into four parts. The research object of public policy is developing public welfare jobs for college students as analysis from the perspective of the Shanghai "three support public policies and one assistance" program.
本文共分四个部分,以开发面向大学生公益性就业岗位为研究对象,从公共政策分析角度,将上海市“三支一扶”计划作为具体案例,深入、具体地分析大学生公益性就业岗位政策在实施过程中的成效与所存在的问题,最后,依据政策实施过程中存在的问题作出原因分析,提出对策和建议,以期达到解决农村人才匮乏和缓解大学就业的双赢局面。
