The Republican governor proposes to end collective bargaining rights for most public employees except on the issue of wages.

Passed in part to protect collective-bargaining rights, the law grants employees a right to engage in "protected concerted activity, " such as discussing pay or other conditions.
This week Ohio's legislature took up a measure similar to the one being pushed by Mr Walker in Wisconsin, denying state and local employees collective-bargaining rights.
