In this paper, a method was proposed for initial allocation of emission rights of air pollutants among control areas. The reality and equality of the allocation is realized by introducing “equal-right function” and “equal-right discharges ”, and the consistency of the allocation with the environmental quality objectives is ensured by introducing “effective environmental capacity”. As a simplified example, the method was applied to allot SO2 emission right in an area including 3 sub-areas and 12 categories of pollution sources. The results show that the allocation is reasonable and practicable.
