Millar served a two-year ban from 2004-2006 for a dopingoffense and under a then British Olympic Association bye-law was banned for life from Olympic competition.
At the time of his arrest and the raids on his premises in 2006, doping was not a criminal offense in Spain, but he was found guilty of endangering public health.
