The opposition complains that it was illegal for Morales to issue a decree to hold a referendum on the draft constitution instead of having it approved by Congress, as stipulated by the constitution and the Governors from Santa Cruz, Tarija, and Chuquisaca declared themselves "on a war footing" (en pie de Guerra in Spanish) against any attempt to approve the governmental constitutional.
