The main purpose of this paper is to determine the design ingprinciple of evaluating index system. The selection of index and index syste m are based on the hydro-hydrogeological conditions and researching issue's con crete needs of course, all index can reflect the relationship between the inner water resources and its development and utilization. The result of applica tion shows that the index system has considered thoroughly the harmonious relation among water provision，social demand and environment, which is very con venient to be used.
