It was joined by Judge Roger Gregory, originally nominated by President Clinton, but blocked by Republicans and finally appointed by President Bush in 2001 as an olive branch to Democrats who quickly confirmed him before proceeding to block Bush nominees anyway.
Democratic Unionist councillor Gregory Campbell said that the organisers of Mr Clinton's visit must ensure that a repeat of the 1995 visit will not happen.
