Hanging over all this, of course, is the constitutional positionof Wales within the UK. Does the Welsh political class want to get itself into a position where it is demanding significant extra revenues from England by virtue of its hilly terrain and rainy climate?
We need to pass laws that enhance the recovery, enhance job creation, enhance middle-class security, and position this country for the kind of economic performance in the 21st century that the United States enjoyed in the 20th.
