Article 1 These Regulations are formulated to strengthen the meteorological services for making and issuing accurate and timely weather forecast, carrying out climate prediction, preventing and alleviating weather related disasters, protecting people's life and property, exploiting climate resources in a rational manner, so as to promote economic construction and social development.
