Mr Callaghansaid Westminster's Department for Work and Pensions provided for certain unearned income such as personal injury payments which included compensation for those injured in the 2005 London bombings.
Ms Henderson's colleague Pol Callaghansaid it was an "enabling bill" but as much of the detail remain unconfirmed, people were still "in the dark" about how the changes would affect them.
