abstract:Brian James Dugan (born September 23, 1956) is an American rapist and serial killer active between 1983 and 1985 in Chicago's western suburbs. He was on death row for the 1983 murder of 10 year-old Jeanine Nicarico until Illinois governor Patrick Quinn abolished capital punishment in 2011 and his sentence was commuted to life in prison.
