Like any other international public good whose origin can be traced but whose consequences are far-reaching and universal, we can only arriveat a solution if the big guns decide to cooperate.
Since there might be more than one logically consistent solution to a problem, the idea would be to enable a computer to arriveat the same truth value that a human would, by reasoning in a similar fashion.
