This approach would allow defense planners to argue that the classic MRC force of six to seven Army divisions, 10 Air Force fighter wings, 100 heavy bombers and four to five carriers was still needed to defend the Persian Gulf, but was excessive for a second MRC even in the region where it was most likely to occur.
