The IAEA report said this did "not contribute to the building of confidence" and "gives rise to questions about whether there were anyother nuclear facilities not declared to the agency".
Another potential sticking-point this time is that North Korea is supposed to discuss a plausible list of all other nuclear facilities and materials it has, including any related to uranium, in preparation for declaring and then getting rid of them.
