Article 1 These Measures are hereby formulated in accordance with stipulations laid down in the "Interim Customs Law of the People''s Republic of China", the "Regulations of the People''s Republic of China on Exploitation of Offshore Oil Resources in Cooperation with Foreign Enterprises" and other relevant decrees, for the purpose of encouraging the Chinese-foreign cooperative exploitation of offshore oil.
