Adopt particularly the establishment of a joint U.S.-Russian legislative commission to monitor the disbursement of Western aid flows, the increased channeling of U.S. aid to reform-minded regional governments (hopefully bypassing Moscow), and ensuring that new aid and financing follows the implementation of systemic reform, not the other way around.
