The BRICS as a group is largely an ad-hoc one, but the individual nations are increasingly aware of their potential to emerge as a new force in world affairs thanks to their strong economies and combined population.
The trouble is not the troops themselves: the force is not a standing army, waiting for its orders in barracks in Brussels, but an adhoc coalition of suitable components.
