高第（1560左右-1639左右），字登之，滦州（今河北省唐山市路南区稻地镇安机寨村）人。万历十七年（1589）进士，任临颖（今河南省漯河市临颖县）县令。临颖县志说他赈灾救荒，“医活数万人”。而且比较廉洁，缴上来的赋税根本不拆封，就直接送到开封府上，由此杜绝了耗羡的弊端。高第最终升到了大同（今山西省大同市）知府，是正四品之官了。
