高起（？-1748），清朝官员，奉天辽阳汉军镶黄旗人。高其位之子。高其佩之侄，荫生出身，康熙五十九年（1720年）任四川茂州知州，历升陕西汉中知府、湖北荆州道。雍正十年（1732年）任光禄寺少卿，次年任兵部右侍郎。雍正十三年进兵部尚书。
