高程控制网是大地控制网的一部分，是在一个国家或一个地区范围内，测定一系列统一而精确的地面点的高程所构成的网。高程控制网用水准测量方法建立。一般采用从整体到局部，逐级建立控制的原则，按次序与精度分为一、二、三、四等水准测量。 水准测量的施测路线，称为“水准路线”，一等水准路线是高程控制骨干，是研究地壳垂直移动和解决科学研究的主要依据。各等水准路线上每隔一定距离埋设水准标石，该点称为“水准点”，即高程控制点。
