高凉，是古代岭南一个极为重要的古郡县。它是汉武帝元鼎六年（公元前111年）开设合浦郡时所置，是合浦郡五个属县之一，县治址在今高州长坡镇一带。自秦朝在岭南设郡，此时有高凉前身茂名县。自此开始高凉县、高凉郡时废时复,县郡治所数易其地。但西汉置的高凉县,三国吴置的高凉郡,南朝梁置的高州,始置治所和历史改革大部分时间都在高州境内。 高凉地域在南朝宋（420-479）由高凉郡析置出永宁、宋康、海昌3郡，共四个郡。
